Are there any packs for the Headhunter DLCs ?

I've heard that the headhunders DLCs were released in 2 packs, first the 1 to 3, then 3 and 4, but I couldn't find any headhunters packs on steam. I want to buy them but I would rather not pay 0.9 euros for each individual headhunter DLC, is there any cheaper pack?

You might hope for a Multi Sale - that's NOT a multi pack, it's just "more single items for a reduced combo"
Just check on classic Sale times (summer, winter, halloween, etc.)

You already know about the GOTY & Seasons Pass Bundles on Steam. The Canadian site macgamestore dot com offers a BL2 Complete Edition which is uniquely theirs on sale like now for US$11.99. If you don't own any of the headhunters packs that's a way to get them all in a bundle. Their games are like Steam's for your choice of PC or Mac or Linux and their Steam keys are valid.
