What is needed until I unlock the Gang Wars missions?

After Bright Lights, Flying City mission

You get the quest from the bounty board in sanctuary after it flies.

As far as I recall, it's after the mission to rescue Roland. That's the first half of the Clan Wars.

Oh i thought Ellie gives the mission.

I can't recall there being any Gang Wars missions in BL2 though I could be wrong. OTOH There are many Clan Wars missions in BL2 - here is a link from the wiki index for you to research your details > http://borderlands.wikia.com/wiki/Special:Search?query=Clan+Wars
