But I guess it might reduce the "Pandora's Box" effect OP describes in case those values are set and not configurable.

I know it's still cheating, but their aren't ways you can change Legendary drop chances without cheating/modding. So I gave the OP a less 'Pandora's Box' option
You cant blame RNG for peoples' willingness to cheat. For one, you dont need legendaries for 99% of the game's content. Most people rely on other stronger players to get their nominal achievements for the tiny portion of the game that requires specific gear to solo at higher levels. The reason some people cheat is because they are cheaters. The reason you find the game tedious is because you are only playing it to get legendary drops. If, like me, you happen to enjoy most of the gameplay for its own sake, you can take breaks from farming and have a good time clearing sawtooth or lynchwood, doing a slaughter circle, etc. If youre only playing the game to collect imaginary weapons and gear you are missing the point of Borderlands 2.
But, we are on Pandora, what better place to open Pandora's box ?
OK, just messing with you, I agree with you on that, it can get awful tempting to just do one more thing, until the next one more thing.
