If I remember correctly, "Rick's BL2 Table" or whatsitcalled does have scripts to raise / lower drop rates for well, everything.
No I'm not advocating using it. But if you are desperate / have other real life reasons not to spend hours farming for nothing, there's worse ways to get around it (begging on the forums, asking for gibbed/duped items)
So you could use it to slightly raise the drop rates - no one forces you to go nuts with the values or to use any of the other available scripts. If you can handle the moral dilemma of all those shiny tools but only really wanting to use that one to tweak some values a little bit, then go right ahead.
Or, be badass and farm on. It's just a run of bad luck.
With that out of the way, the Warrior has a very crowded lootpool hence why it is so hard to get a Conference Call to drop from him.
The Handsome Sorcerer shares the same lootpool but seems to drop legendaries more frequently.
Try farming him for a while.
Playercount doesn't affect droprates.
OK, cool. I don't even remember who said it did, may have been the little loading screen thing saying something about playing with your friends to get better loot. And that may be about having more badasses etc, don't really know.
Yes, the tooltip is referring to the increased enemy count and badass spawns while playing coop.
It's explained more detailed in this article for anyone interested:

This thread provides some more useful info on droprates among other things:
https://steamcommunity.com/app/49520/discussions/0/135511027323028675/
"The main drop rates values are given by 2 constants :
- DropODDS_BossUniques = 10% which is generally used for the legendaries pool,
- and DropODDS_BossUniqueRares = 33% which is used for the uniques pool.
These values are constant across all playthroughs.
The DropODDS_BossUniqueRares is used for example by the Bulwark (Rough Rider), the Sheriff of Lynchwood (Sheriff's Badge or Law) and OOO (Twister)."
It does bugger all. Check the Wiki for more detailed info:

I THINK that only helps things not be white so often, more greens and maybe blues.
No one right now forces OP to use CE 'n stuff.
It was merely the suggested "easy solution" for a game full of people doing nothing but using that crap anyway.
It's pretty different, raising the loot drops a bit for yourself only because reasons or just gibbing the "best", "perfect part" shinies and entering other people's games with that, getting bored and dropping 50+ orange items + possibly using CE becuz ammo and health godmode.
We just have accepted these tools as fact. That doesn't mean we go nuts with them when we use them, or that we even use them at all.
I simply hit a brick wall at OP6 (trying to get through all OP levels), and was interested if there is a way (within the game mechanics) to get a better drop rate.
I spent all afternoon (about 3 hours) on the sorcerer and only got two leaches in legendary. Something is really up, statistics is against me.
I think the reason why there are so many people cheating is that the drop rate is so low it makes the game very tedious.
Don't get me wrong, I think this game is one, if not the best game (subjectively of course, as I spent ~1900 hours on it), but come on, developers should reward better OP level players.
In those ~1900 hours of game play I only got two pearlescent guns. BTW none of those guns came from Tubbies, (it was from badass marauder and some other random enemy).
Once I start using cheat engine it just opens pandora's box.
