The Hive's gimmick makes it highly impractical outside of some exploits. It's also very ammo inefficient.

I don't use Launchers much myself but it [i[is[/i] pretty dang powerful if you find the sweet spot.
The Nukem rocket arc is easy to forecast & consistent with only a little practice & it has some very cool features like killing enemies around corners. The Tunguska can kill the unpracticed shooter & its rocket behavior after impact takes some practice to get used to. Like the Nukem the Tunguska's impact is forecastable, it's element is explosive which I prefer in RLs & its effect is massive & devestating.
I can be more specific about why I find the Creamer a good gun but still not in that top league - even though its stats are good for a RL, the Creamer doesn't shoot straight & that just doesn't work for me - when the Creamer shoots a rocket, it breaks pretty far away into two projectiles whose paths I can't influence no matter how I try adjusting my style to suit the gun.
It's all personal is all I'm really saying lol (y)
I myself find it easier to mange the split of the Creamer compared to the Nukems and especially the Tunguskas splash radius.
The additional life steal is the icing on the cake.
Again, i agree, personal opinion. It's just hard to say the Creamer is far from the best when it can easily be one of the best launchers in the right hands though.
