Turn off PhysX?
Last time I played BL2, it was on a different computer, and on that computer, I had the option to turn off nivida PhysX in the game's settings. However, on this computer, I'm seemingly locked on high settings for it. I want to turn it off because it destroys the frame rate after s little while. I have an i7 quad core, 16 gigs of ram and a gtx 970m (Yeah I know it's a laptop).

Did you make sure that the laptop is using the video card and not cpu for the graphics?

Go to Nvidia control panel and make sure that the game is set to run off of gpu and not cpu/onboard graphic.

I haven't checked it but I'm fairly certain it's running off the gpu. The game runs silky smooth at 60 fps on the highest settings. It was able to do that my old pc as well, but it only remained 60 when I turned off PhysX. And that pc was less powerful. I'll check once I have an opportunity to make 100% certain, but I would be shocked if it was otherwise.
Open WillowEngine.ini, search for physx. It probably has the value 2. Replace with 0. Save. Restart game and look at video options. It should now be locked at "low".

The game runs fine if you uninstall PhysX, is what I usually do. Borderlands 1 however, refuses to run without it.
