What the hell is texture fade setting?
What does it do? Will it make the game better looking if its on or off?

texture fade is basecily polish graphic mirroring pixels

So, turning it on makes the textures better looking? If yes, how can that be? From what it says, it allows low res textures become high res when other things are done loading. Something along those lines.

Patch 1.1.3 was released 10/25/2012
Added a toggle for whether textures should fade or pop in when a higher-resolution version loads. High-end computers can disable this to avoid seeing lower-resolution textures streaming in.
