All raid bosses are not phaselockable.
Flying enemies like buzzards - no, but they can take damage. Vehicles, no, but they can take damage.
Hammerlock DLC;
The savage witchdoctors will not stay phaselocked, but it will stop whatever they are doing. The second time phaselocking the same witchdoctor has very little effect.
Voracidius, Dexciduous, Giant spores, Jackenstein, Woundspike, Arizona - no.
Torgue DLC;
Pyro Pete, Motor Mama, Badassasaurus, Piston - no.
Captain Scarlett's;
Hyperius, Gee - no. Sandworms no. Leviathan, Roscoe, no.
Tiny Tina's;
Golems, including Iron and Gold, Ancient Dragons, skeleton kings, Warlord orcs, Handsome Sorcerer, treants - no.
There may be more, but generally, try it and see.
