The name is definitely a clue not to be ignored.
Kill them and they will drop your stolen money again - it is a different colour to normal money with a sort of pinky orange tinge. If you pick it up you get your money back. This is not shared with team members, so if another member of your team picks it up, they become the thief.
If you kill the rat thief and one of his buddies picks up the money, it is gone.
Rat thieves can be tricky to deal with if you aren't watching for them or aren't prepared. They can steal more than 30k, and are definitely jumpy, aggressive, and fast. Try not to think of them as buzzkills or somehow diminishing the fun of the game.
They are just one reason why the game is fun, deep, and holds lots of replay value - there are reams of different enemy types to discover, learn about, and learn to counter. The wiki is a great resource. For example:

Strategies will vary based on the toon you've chosen as well. You'll encounter regular baddies at different points in the game that aren't challenging when playing one toon but bring a whole different level of hurt to you as you play another. There is always a legitimate path to success, even without all top-gear and resorting to gear/glitch tropes and shortcuts.
As you progress through this wonderful game you'll discover that cash, while useful, is easily recovered. The game gives you what you need. Lots of gear that can be picked up and sold, lots of chests to open.
And getting into the habit of opening everything is a solid habit to get into in this loot-centric game.

I didn't know this either. Perhaps I've just been lucky to this point. Another reason to be careful around those buggers.

They can only pick up dropped weapons. All Rats can. They cannot steal weapons from your inventory.
Understood. Thanks SunDrippedDevil. I can see how reading my post might be misleading if someone doesn't read anything earlier - I should have included part of Zen_Master's post in my reply. They indicated that they had mistakenly dropped a weapon near one of these buggers.
