replay DLC Quests?

I took a huge break and would like to replay the DLC quests like the Pirate one without creating a new character, can you?

Yes and no, you can but only if you reset an ultimate vault hunter mode playthrough.

You can do this by selecting a character and it should show you an option to reset before you pick the playthrough (Normal/True/Ultimate). Do note that this resets everything though.

You can reset quests with a save editor. I'm not sure if you can reset the entire area to before you entered it the first time or not though.

But ... in general, you can replay each DLC once per play through. And, as metioned above, you can reset UVHM at anytime.

I have no idea what the UVHM is. Can friends play the DLC if they dont have it?

No. Nor can they equip any DLC gear.

There are three main difficulty modes: Normal (which is probably what you've been playing. That runs from level one to 30ish.

True Vault Hunter Mode (TVHM) which runs from 30ish to 50.

And Ultimate Vault Hunter Mode (UVHM) which runs from 50 to 72 (enemies in UVHM are dynamic and always scale to your level).

Beyond that there are the OP levels, but ... I wouldn't worry about those for now.

Right - as others had guessed you're basically +/- 25% through the game at this point. In all, BL2 has eighty playable levels from 1 up to game max 80 / OP8. You can build experience points ("XP") from 1 up to 72 / OP0 at which point you can no longer gain XP but will need to develop other strategies in order to level up the final eight levels to the game max.
