You can do this by selecting a character and it should show you an option to reset before you pick the playthrough (Normal/True/Ultimate). Do note that this resets everything though.
But ... in general, you can replay each DLC once per play through. And, as metioned above, you can reset UVHM at anytime.
No. Nor can they equip any DLC gear.
There are three main difficulty modes: Normal (which is probably what you've been playing. That runs from level one to 30ish.
True Vault Hunter Mode (TVHM) which runs from 30ish to 50.
And Ultimate Vault Hunter Mode (UVHM) which runs from 50 to 72 (enemies in UVHM are dynamic and always scale to your level).
Beyond that there are the OP levels, but ... I wouldn't worry about those for now.
