was leaning towards neutralizing due to twin's low accuracy but i figured i wont be sniping with the hornet anyways
For general use, the Twin prefix works very well. Neutralizing is just the prefix for no special attachments on a corrosive Dahl weapon.
im actually level 11 rn, but my level 1 floated hornet is still both stripping the shields and taking down a nomad's health to half with one burst. i figured it was time for a *minor* level 2 upgrade with a new prefix.
should i go for a double penetrating one or some other prefix?
oh and btw, when will the bosses' drops scale to my level? is it a level thing or does it scale during tvhm?
Different prefixes do different things and there's rarely any generally "best" prefix. There are always trade-offs. Maybe these charts can help http://borderlands.wikia.com/wiki/Weapons_by_prefix_(Borderlands_2_%26_Pre-Sequel)
Everything starts scaling to your level at lvl 50 UVHM.
