Dealing with badass psycho

Full noob question. Lvl 12 sniper zero atm, and having trouble with bloodshot stronghold, because of both the bloodshot torturer (nomad looking guy with the shield) and badass psycho.

I can kite them with decieption headshot, but it's not efficient, I have to run back basically an entire area. Any more efficient way?

get something explosive for the shielded nomads, deceive, circle and shoot them from behind then get cover when they turn on you. Might take 2 or 3 times to down one. Also, explosive weaps get quite a bit of damage around that shield.

Badass psychos? same, but keep your distance. Deceive, and back off then attack them. Repeat.
