The glow is more apparent in darker areas. Also E-tech weapons generally have more glow compared to standard weapons.

It appears you are very interested in particular video aspects ("glow") of this game. Frequenttly, YouTube gamers will upload videos of modified games without mentioning that they have done this and it creates a false impression that the appearance of the game in their videos represents the game's natural appearance. For this reason, when asking help with adjusting a game's apperance, it's much preferred to take your own screenshots of the game to share rather than relying on YouTube videos. It's just a recommendation.
