For Sal the sandhawk isnt all that great, since you need to ADS.
Either way, go for the stopping prefix (damage) in the element u want.

Stopping Sandhawk gives a damage bonus, but with slow bullets that enemies can avoid. You will get better results with a Flying prefix, as this gives rather faster projectiles that get to the target quicker.
The Sandhawk is a very powerful gun because of burst fire when Aiming Down Sights (ADS) - lots of bullets in a very short time is the reason it it is effective. Sal cannot ADS when gunzerking. It really isn't the best match for him.

Flying prefix is my favorite with fire or shock I use, stopping is also very effective for damage:borderlands2:
definitely the version with the "Flying" prefix and all Dahl parts

I highly recommend waiting until you're in UVHM, before you start farming weapons with specefic prefixes and parts.

Generally a solid suggestion but the sandie can't be farmed as it's a quest reward. That considered, the best sandie prefix I recommend is Flying and I find the shock and the corrosive varieties the most useful elemental flavors. All considered it's a good SMG when used in compliment with a Bee shield (or other good Amplify shield). But the game offers much superior SMGs for use with non-Amplify shields. .

I found if I alt-f4 out while the weapon is displayed but you do not accept it, you can farm it. Just start the game again and go to the giver again and have another look at the reward, still not what you want, alt-f4.

Much better and faster way:

Before walking over to scarlett, readonly your save000x.sav and save000x.bak. You will have to figure out which one are for your character first. Turn off cloudsave too. Now you can accept every sandhawk, only keeping the ones you take to your stash, and then save/quit. If you reselect character, it will load the readonly version on disk, which never got the gun. Merely continuing uses the file in RAM, which has whatever sandhawk you just accepted. Way faster than restarting the game each time. Just remember to unset the readonly bits on you save and its backup, and to not restore from cloud when asked, if you turn it back on.

Much faster yes, but not everyone knows how to do the read only flags. Yes, it is preferable for speed. :) Bottom line, you can farm quest rewards. EDIT: to check your save files, look at the dates on them. Use your character, exit game, then check the files for date/time for the most recent. That should be the files you need.

You need to reload the character in the main menu every time that you save and quit, or it'll draw data from RAM. This bit is key...

Well, considering that readonly setting/unsetting is done via explorer interface, I will not worry about those that cant be bothered to learn or ask about this elementary file management task. I mean, you own a computer, right?
