80%? I don't see anything like that on my Sal's skill tree... Not that high anyhow, unless you mean "Steady As She Goes" which does 80% recoil reduction while Gunzerking, and a chance otherwise to increase accuracy by 30%? Is it THAT huge of a difference??
The Herold isn't that wildly innacurate at short-to-medium range, especially for a Torgue weapon, and assuming SSG procs for the 30 percent bonus it won't go too wide. As well, I notice he's using a Hard UH, which means it's not getting the decreased accuracy from the Double Penetrating prefix. At that distance, hitting the black holed targets wouldn't be too hard.
I see. And what of the Grog Nozzle's drunken effect not affecting his reticle accuracy whatsoever? He retains the absolute same amount of spread the entire time until he spam fires 3-4 rounds swiftly (as we all know Sal is capable of doing.) If I were to use a Grog Nozzle right now, my reticle would shoot outwardly for my UH and as a result, aiming become a real issue for smaller targets that aren't being blindly hit by the spamfire of Grog+UH. How is his reticle so very tiny all the time, is mainly what I am trying to understand here.

Yes I believe I can explain it. Shadow shows (and tells) us at the very start of the vid that he's modded the gear and the game by the installation of third-party software such as Gibbed and or Cheat Engine and or etc etc. This results in gear & situations that do not naturally occur in the Gearbox game.
Look at the weapons he demo's at the beginning of the vid and listen to his descriptions - he does not say "here is the Harold [or Grog]" - he clearly says "this replaces a Harold etc etc". Carefully inspect his game cards red text - these arms and text do not naturally occur in the Gearbox game - he has created (modded) them himself with third party software.
He also states clearly this sort of game is not for less experienced BL2 players. It is strictly to extend the game for the fun and amusement of other highly experienced BL2 players like himself who have been playing the game for many thousands of hours since its release four and a half years ago and are seeking new experiences with BL2 that Gearbox did not and will never provide.
