But, honestly, weapons become so outleveled quickly that it's not worth farming for most equipments until the endgame.
There are some items that's worth getting simply because it's effects are useful even if damage output isn't. And, there are items whose effects don't change all that much between levels (such as certain class mods).
However, those are very few, and... for most practical purpose.... yeah, just get the the level cap before seriously farming.
Or, if you feel obligated to farm for a particular item, just keep in mind that most are going to become obsolete very quickly.
No, You can farm at whatever level you want. At higher levels, you can re-farm every, say, 5-10 levels. At OP levels you might want to refarm every 3-4
As player 'decentness' decreases, so will the lifespan of the harold, naturally.
Like dontu said, don't bother farming in normal or true vault hunter mode.
Just loot the battlefields and chests, use what you find.
Try something new every once in a while.
All guns have their up- and downsides. The more of these you know, the better.
When you're ready to take the training wheels off and play a real character try....well... anyone else.
