Tried searching for this, but could only find the one about the room accessible by elevator, with the fuse box under the elevator.

There's another switch, halfway up the antenna tower on the map. What does that one do? Is there a quest I missed?

The one on the antenna tower gives you a challenge once dealt with and there no quest related to it.
