BL2 is usually included in the general sales.
You should also check the MacGameStore (from InsideMacGames), they sometimes have sales at different times than Steam and they have a "complete" package. And yes, it's still Steam fulfillment, so you can get any OS you want, despite being a Mac oriented store.
Some site where the name is blocked because it's a site that (re)sells merchandise purchased with stolen credit card numbers. So, yeah, it's cheap. It's cheap because you're buying stolen goods.

You can also check the Humble Bundle, or the MacGameStore, or any other legit site. There are lots of legit places to buy the game, and they all tend to have sales at different times.
