I also really like (and certainly prefer when mobbing) Sniper Stockpile relics. More sniper rifle ammo (which is the smallest ammo pool).
Anything else is suboptimal, or better only if you have nothing else.
Also, I'm sorry, but this should be pretty obvious.
On those damage relics, just say I have a shock pimpernel that does 100000 / 50000. Would it be better to equip a +27% sniper damage relic, or a +33% shock damage relic? Do both base upon the base (100000) damage?

Shock damage. Maliwan snipers (including the pimpernel) have a small splash aoe, and dots that will also be boosted by the elemental damage bonus.
Sniper damage relics would only buff base damage. Shock bone would boost all elemental damage multipliers from the initial shot, dots, and aoe splash. No contest.
True. However, b0ring Hyperius is honestly best and most effective with a Twister.
So they are based upon the same damage number then? But the shock will also boost the child spawn?
Is it a generally better thing to use a +element relic to match the gun element rather than the +specific gun type relic? I've got heaps of +specific gun type relics that I've been using. Would cut down on carry amount if so.

As for your latest question, it depends on the gun and the relics in question.
Like a lady fist with a sheriff's badge would probably outdo a ladyfist with a matching element bone. This is cause the lady fist has no splash damage like maliwan snipers do. Also the Serffi's badge offers a massive fire rate increase, which means you're getting that pistol damage bonus far faster than the elemental bonus, and reapplying the dot to which keeps increasing it's duration.
There's no absolute answer to this, and should be evaluated case by case.
However, and only with everything else (fire rate, etc) being equal, a matching element bone will generally outperform an equivalent level weapon damage relic.
A fire weapon with a fire bone will boost the elemental multiplier from the shot, and the shot itself. It's slightly different. If you shoot a flesh enemy, the gun card damage will receive the bonus, and the damage multiplier because the enemy is weak to the element will receive the boost too.
This means that if you are shooting with the wrong element, a gun damage boost relic may outperform a matching elemental bone. It's situational.
Just to clarify this a bit further because, upon re-reading what I said it was a bit muddled.
How the bone interacts with weapons is at many levels: You bullets are treated as elemental attacks and will get boosted.
Elemental effectiveness multipliers against your target will get boosted too.
Any splash damage (common on Maliwan weapons) will get boosted.
Dots will get boosted.
I should have just typed this out. to begin with.
Like I said, in most cases, the Bone will always come out on top, but not in every case.

You can b0re him a sandhawk. The twister is just insane because of how the projectiles move, and how they can hit a hit box more than once...
if you get the hitboxes just right you can kill him with a level 1 pistol on OP8
yeah that's true. when I play through the Hammerlock DLC for my Hellborn Krieg, I might use the difficulty slider to force the savages to evolve much faster and hopefully make OOO spawn and drop the Twister.
