2. Be sure the Upgrade Pack(s) are installed correctly. When in doubt, do a file integrety check.
If the check doesn't help (1 file may fail to verify, this doesn't have anything to say in most cases unless it downloads something after), go to your Library > Rightclick BL2 > select "View Downloadable Content".
There, uncheck both Upgrade Packs (restart Steam after, just in case) then go there again and re-check those packs. Wait a minute or two to give the system time to do it's thing.
Try gaining XP again (still making sure you are in UVHM).
Tell us how that goes.
Go look in your library, select Borderlands 2, look at the DLC list and make sure you have Ultimate Vault Hunter Upgrade Pack 2 there is checked as well as Ultimate Vault Hunter Upgrade Pack. Both packs are required to get to level 72/OP8.
It takes two DLC to get above 61, not just one. You have the Ultimate Vault Hunter Upgrade Pack 1, you need the 2nd one to get past 61.

You need a second dlc. That's all. If you own that, you can level any character to 72.
