the Hyperion E-Tech sniper rifle has penetration, allowing you to hit multipule targets that are lined up, the E-Tech launchers don't have damage drop off - meaning they deal max damage through out it's entire AoE, and i believe that many of the E-tech 'Dart' pistols have homing bullets, which can give the gun insanely high accuracy in spite of it's lower bullet velocity.
They tend to be rather niche in their strength however...
I've personally found the E-Tech bandit SMG to be very useful as a type of flame thrower with Krieg...
open all chests and you'll eventually come across either a Topneaa or a Maliwan PBFG, the Norfleet's little brother and cousin.
but farm Hyperius enough times (same for Vermivorous), and the Norfleet will eventually drop.

Pretty sure it's the casters' splash damage that you're seing, not the projectile going "through" the shield. Same with explosive damage. But whatever the precise mechanic, they work.
Shield-bearing Nomad? Use fire caster, shield now becomes oven door.
