Editing the Willow.ini's makes no changes In-game

Hi guys, I have a problem, and I can't fix it :/
Whenever I do a change in the Willow.ini files (Username->Documents->MyGames->Borderlands 2->WollowGame->Config), they won't do any change In-game :(
They dont get reset, when I open the game, close it and have a look at the files again, its just that they do nothing In-game when I edit them !
Another example: When I change, let's say the sensitivity in-game....the line in the config file won't chage at all.
So set them to read-only or not doesn't make a difference .
Any clue why the .ini files are not working?

Perhaps Steam Cloud? Try to disable Steam Cloud - and do it again?

Tested it: Nope, .Ini still doesnt effect in-game

What do you mean? What could be in there?
I already said that" read only", or "non read only" doesnt make a difference.

Maybe you are not doing something right in the edit? I made some changes and I can promise you can see the change. The change has to be possible though.

Exactly what are you trying to change in what ini ?

I just got a new laptop yesterday. On my old laptop editing the .in files worked just fine, but on my new laptop I don't notice the changes at all. I've disabled shadows and the black outlines and it just doesn't show up in game. My new laptop still runs the game fine without these changes, but I would still like to figure out why the edits don't work
