In terms of effectiveness, eeehhhh, not so much XD
The two I like most are the Butcher and Avenger.
Top of the list are the cobra and twister (blue items)
Then come generation 2 pearls. - rare tubby drops
World drop only legendaries and Gen 1 pearls (pre OP8) - LLM drops
Terra's goodies (teeth, heart, hide, breath)
I'd say then come the seraphs that don't drop from bosses, and hence require 12 raid kills.
Ogre / purple Magic missle
Somehwere here would be the interfacer/hawkeye, since vorac is a b!tch
Normal legendaries - i.e. farmable
Gen 1 pearls (OP8)
Blue uniques that drop, e.g. the rough rider or hydra.
Something like that. Of course this list is assuming you don't use exploits like ahab swapping for an easy raid kill, which would move down interfacer/hawkeye and all seraphs.
You may not agree with the complete ordering I put up here, and I've not given it a whole lot of thought, so it's probably incomplete and/or incorrect, but the message is that the color of an item is not the key part to determine its rarity.
Traditionally, Pearlescents (cyan) arms have been the rarest level in the BL series. In BL2, there are only 12 Pearlescent guns and though players dispute the "actual value" of half of them, GBX values them higher than any other arms by their in-game pricing as you can see from the price of your Storm. It's a good example of one of the Pearls in BL2 which most players don't value as highly as GBX does.
But you've made it above lvl 50 in the game so you can be your own judge - don't you find that some of the best arms in the game are often dirt cheap cos of their supposedly "lower" ranks?
There are eight ranks GBX assigned to the arms in the finalized BL2 and they are in GBX' order:
Level 1 = White = Common
Level 2 = Green = Uncommon
Level 3 = Blue = Rare
Level 4 = Purple = Epic
Level 5 = Orange = Legendary
Level 6 = Magenta = E-tech
Level 7 = Pink = Seraph
Level 8 = Cyan = Pearlescent
I've never met anyone who agrees 100% with these ranks but there they are. Have fun

If GBX highly valued Wanderlust, Bearcat, Unforgiven, and Storm internally prior to dropping them into the loot pool in their underpowered condition, I'd seriously question how much they understood their own title.
But then again there's The Cradle (never touched, ever), so who knows when they actually knew what they were going for. BL2 almost suffers the exact same issues as Diablo 3 did at launch, however D3 is still getting support regularly while GBX decided the best idea was to instead leave BL2 in its hobnob condition and work on the ultra mega smash hit Battleborn.
Bekah, Avenger, Butcher, Carnage & Stalker imho all live up to their hype.
they're better than average but not nearly as strong as a pearl should be
Storm isn't bad, there is usually a better option tho. It works on shock gaige.
Avenger is awesome on krieg and axton.
Bekah = godlike
Sawbar is a good AR if you use it right. Requires the bee to be really efficient tho
Butcher is also plain good, especially with pellet prefix
Tunguska is there to nuke annoying randoms, or troll friends
Stalker is a nice vladof pistol, not the best, not the worst
Bearcat.... can be used as fireworks to celebrate a good drop... Maybe krieg can make it work? (unlikely tho)
