Logan's Gun - is a pistol, that shoots rockets.
Kerblaster - AR, that also shoot rockets, but after hit something - it spawn nade.
Sham - is a high percent absorb shield. From 74(not sure, please correct me, if I wrong) to 94%.
Big Boom Blaster - shield, that drops some RL and Nade ammo after getting damaged.

With the Badaboom Launcher which fires six rockets at a time at a cost of one, you can recharge your launcher ammo very quickly if you have a Sham shield.
Take your (lowest level possible!) Badaboom and shoot at your feet wearing the Sham shield - back up to max launcher ammo very quicly.
You can also use the mission reward Roaster for this, but it only fires three at a time, so will take a bit longer than the Badaboom.
There is the Carnage pearlescent shotgun that shoots rockets, but unless you are very lucky to find a low level one, it will likely kill you if you try shooting it at your feet.
If you are happy to use other types of weapons for launcher regen then there is the Logan's Gun, low level Spikers (not Darts), and the various 'Cannon' AR's from Dahl, Jakons, Vladof etc. These use AR ammo and fire rockets, which the Sham will absorb as launcher ammo. I have found that the Vladof ones work quite well - big magazine and high fire rate = fast launcher refill.
As far as not using your action skill - good luck with that.
Check out the vending machines for other absorb shields and booster shields.
And yes, modding in a regen aspect would be possible, but very involved and would pretty much defeat the purpose if you ask me.
