Voracidous normally drops it. however, according to Borderlands Wikia, Omnd-Omnd-Ohk also has a chance to drop the Interfacer as well, on top of the Jakobs Twister:

So far I've only know it's dropped from Vorac and because I'm so damn bad at this game, I can't even get it down.... So I decided to ask other players to dupe it for me :| I know, it's not a proper way of playing and I kind of feel bad about it but it's a mechanic in the game so why shouldn't I abuse it.

If you can't get one the legit way, then use the gibbed editor and give yourself one. It will save everyone time and trouble. Then you can spec it the way that you want and upgrade it through the game.

It is available from the Seraph vendor in the Hunter's Grotto Lodge in Normal and TVHM. When you won't be able to get seraph crystals.
Vorac will only drop one in UVHM, and not in Normal and TVHM.

Good luck finding a useful elemental version. They are not common.
