You could have another plant somewhere far on another island lets say, and its electricity grid won't reach the one you have already which will make it Network #2 I think, but haven't tested it myself.
Correct. You can have multiple networks for power for different section. The network sections just can not touch, once they touch they become a single network.
Theoretically if you were able to separate your networks you could make it so like your residence network and industrial are on separate networks. That way if your residence one goes down it does not affect your income as much. because your industrial network would still be going.
However the game really does not have enough tools to do something like that. Like what was done with Surviving Mars, you could do it easily enough.
I suppose you could separate island by power sources maybe, but the game lacks the tool to show the building being laid area of influence.
That's what the description seems to indicate. I have no idea if it is actually the case.
