As for the graphics since you've got a 4090 you can search "skyrim enb" or "skyrim ray tracing" on youtube. There isn't true ray tracing like some games with with rtx cards but there are some shaders out there that can achieve something similar.

Like I said earlier I'd recommend starting with an ENB for some better visuals and playing vanilla skyrim for a while if you want to actually experience Skyrim and then from there you can start taking notes of things you want in the game and try to add them as you go.
If you want to jump right into something like Nolvus then go ahead I can't stop you (V5 is available if you have the AE upgrade) but I still recommend playing vanilla if you've never played Skyrim.

As has been stated, you should first play the game vanilla, so that you get feel for it and get an idea of what you would want to see changed. Then, after having played the game vanilla for a while, if you decide there are things you wish to mod then read the below (even if you are going to use a collection, some basic modding knowledge is STILL needed):

After you have finish the first playthrough, then decide where to proceed next.
Last thing you want is to banging your head on the wall cause you install mod incorrectly and wondering where you did wrong.
Play a campaign on vanilla first. However, you may add some graphic overhauls like this one:

Bethesda games are infamous for their bugs, the community patch is always a must-have.
Once you've gotten a good feeling of the vanilla game, then you will be able to select the mods you'd want to.

AE is just CC mods, and while most are good, you don't want them until you have a number of playthrough under your belt.
If you want to avoid having to hear some truly insipid things being said over and over, and really bad Bards playing really bad songs about getting beat up by a girl every time you enter an Inn, then also get Relaxed Bards and No NPC Greetings. I won't play without them.
I'm a big fan of Glowing Ore Veins and Instant Mining as well.
I also highly recommend Masculinized Level Lists which makes spawned-in combatants all male so you can stop Bethesda from forcing you to kill millions of women just to accomplish the content.
