Use Special K and set Borderless=true, RenderInBackground=true
This is going to be complicated, so I'll try to walk you through it:
My mod is primarily designed for performance enhancement, but it will help you out a lot here. The mouse cursor won't be captured when alt+tabbing and as a bonus you'll even get a sound on achievement unlock :)
This uses all available D3D11 features on Windows 10 to improve windowed mode performance.
This sounds great, but the link is dead. I know it's been a couple years since you made this post, but do you have a current link?
I host my code on GitLab now and the project is MUCH more sophisticated (the number of things the software does now is way too long to list :P)

Same basic principle, but with a really neat twist -- there's an in-game config menu that eliminates the need to poke around with config files. Just drop the files in and press Ctrl + Shift + Backspace when you start the game, the settings you want are under:
Window Management / I/O Behavior.

Hey, it seems as one person fixed the problem I'm having, which scrolls my windows on my second monitor while scrolling in the Skyrim menus, but it hasn't worked for me. Is there a specific option you suggest me to change in the ini to fix this problem? And for reference, this was the person that had the same problem as me:

Rather than messing with INI options, just launch Special K through Steam, start up Global Injection, launch your game (Skyrim), open the control panel ( Ctrl + Shift + Backspace ) and then focus on the Window Management / Input/Output Behavior section.
