Adepta Sorrotias - Chapter 3: The Wings of Justice
Quest told "Rise Loyality in your capital city to 6 or higher".
I build some Construct Famulus and now have +26 Loyalty. But quest does not complete.

What wrong?

You need +6 loyalty in every city, not just your capitol.

Quest said "in your capital", and sorrotias dont build new city only avanposts 1 tile radius.

The quest is badly worded. Your main capital and every new "avanpost" needs to have +6 loyalty for 3 turns? or 5, I forget. Try that.

Just to be clear, "avanpost" (or, in English, "Outposts") do not have any sort of stats like loyalty.

"Outposts" in Gladius are the little fortifications that provide defense bonuses when your units capture resources. ;)

It's a known bug in the current version. It's fixed in the open beta patch.

Thanks everyone.
indeed, in the previous quest it was necessary to found two avanpost by the hospitaliers, and after I made positive loyalty there, the quest continued.

This is why I turn quests off whenever I play the game, they can be more of a hassle than a benefit for you in the long run.
