Hexagons are available building slots. They mean the same thing in both pics. When you build something on a hex, it acquires this building's symbol. In the second pic you're about to build a loyalty building. One of the hexes will inherit this symbol. Hope that makes sense.

Can one hex house more than one building or am I misunderstanding?

Yes, for example in your bottom screenshot that hex can hold 3 structures (grayed out symbols, build something and each will fill with the icon of the building created).

It's probably my favorite game of 2021. By the way, there is a pdf manual. 99% of what it talks about is still relevant and unchanged by patches. It should help you to at least gloss over it, especially for UI questions.

Also in your first screenshot, those numbers are the tile X,Y,Z values. X,Y is hex location, Z is its elevation. Z is very important to be aware of because elevation governs line of sight and lots of other things. Some of this is covered in the manual.
