Ah yes, I forgot about that. That's probably what gave him the bonus.
* Normal tiles give the bonus to the tile they are on and have building slots
* Special resource bonuses have dotted lines around them and when claimed by a city give a % bonus to all buildings in that city (they do not have any building slots)
Special bonus tiles can also be claimed by units. When claimed by a unit and showing your banners, but not inside the city walls you get the flat bonus of +2 resources per turn.
Space Marines can claim special bonus tiles with the Fortress of Redemption. Any resources they are adjacent to give the % bonus to the Space marine city.

So does this mean that once you acquire a tile in your city (normal tile, not special), the percentage bonus will happen to the city regardless of what type of building is placed on it?
Would like an answer to this.
Normal tiles only affect buildings in the hex.
Ah okay, so if I place a building that gives 6 requisition on a hex that only gives a bonus to research, then I get no bonus correct?
I played about 10 hours and didn't even noticed...
Outpost / special resource tiles - claimed by city - provide % bonus to the entire city.
I assume the manual is just completely wrong on p.40. Noticed it too a few days ago but didn't get around to making a thread.
