If they pulled out "over 40 mana" worth of cards in 5 seconds, this could be from a bunch of things - maybe you just didn't see them play the card. Maybe they're playing Mordar and a big minion got rezzed by their tower. Maybe they're playing Volco's alt perk and used Infinite Rage to get a bunch of increased mana generation. But since you said this happened at the start of the game - they're probably just playing Ritual of Servitude and managed to play a couple of big cards (e.g. Last Stand + Jadespark Watchers) at the same time.
This game is "simple" enough when it comes to inputs that the server can constantly verify what's happening. If someone tries to use cheat engine or whatever to give themselves a billion mana, the server sees that, goes "uh, it's only been 30 seconds, you can't have generated 500 mana", doesn't send the result to you, but kicks them from the game. So you won't see them attempt to hack, and instead they just receive a loss.
But if you do genuinely think they were mana hacking or whatever, post a video or replay or any proof here. Would love to see it :)
I have watched replays... I have watched them use Scrat Tunnels 6 times in a row without using a single bar of mana...

I would hope its someone's job in BetaDwarf to review ALL replays (or at least the flagged ones) especially if the casting speed is crazy and out of typical limits.
If you know their in-game screen name and find them perhaps you can find their steam account and report them there.

I must echo jackeea's sentiment though, that unless we see proof, the assumption has to be made that there is either a bug, or a misunderstanding, as that has been the case every single time someone showed what they assumed was a hacker in the last 5 years!
Let me see if I can dig it up. That will be some work. I will try to find it though. It was so blatant and obnoxious, I hope I do still have it. Don't know how long it takes for replays to expire. But thanks for that response.
Replays expire every patch, so you should still have it (the next update is in a few days)
Oh, this wasn't a recent one unfortunately. Still looking, but going a month back is painful. Takes so long to load the old replay list.
What criteria are you using to try to locate the replay? If you can remember the player's name then you can just look through the replay files on your PC rather than having to load them in the game. They are in the following folder:
