If you are going to buy.. dont buy that pack at full price, wait for a sale.
There is ment to be a couple of fixes for it using a mod installed or 2 and using an ingame console command or something, never got around to trying those fixes myself, so i can not confirm they work.. so yeah, Buy it on sale, if it runs like crap.. you then havnt wasted much money
IP is the third expansion in terms of resource usage requirements, it falls way behind Pets and Seasons in that regard. For some players on borderline capable systems it may have been the tipping point of resource overload that led to the game just not being playable for them.
But confusing matters a bit more is that the Isla Paradiso world that comes with the pack is pretty but horribly design-flawed. It will malfunction sooner or later (usually sooner) on most any system. There are solutions for that; the one I prefer is this one which is an Isla Paradiso saved game from the very beginning with the required fixes already in place. The pages of chatter that follow the first post explain what has or might be done for the Do It Yourself crowd.

It doesn't matter how powerful one's system is if the Ichtacas can't get in and out of their own castle bathroom because the fixtures are placed backwards (or something like that) and other sims cannot route onto and off of their own home lots as the game engine will grind to halt trying to process all the broken sim routing even if active gameplay is nowhere near these places. NRaas mods will help too in other regards, but even they require the world's major breaks and flaws be fixed up first.
Or one can just not play in that world. It's not the pack itself that is broken and its content will be usable elsewhere. There's plenty of player-made custom tropical worlds without the design flaws that function fine and even in other EA homeworlds we can always have resorts, mermaids, and, if the waterways are wide or open enough, boating and jet skiing. Deep sea diving lot placement requires deep water that some other EA worlds will have but others will not. I like the pack generally, it's not the highest on my favorites list, but it gets a bad reputation because of the design-flaws in the homeworld that comes with it.
