I can't remember doing that mission with horse but I've finished the conquest back then.
It seems you didn't tell them to actually forge the sword. Clicking on the forge will bring up a similar interface to the normal forge where you can say that you want to create the sword. That step is where you spend the iron. There are three parts, so you need to do it three times.
What I did to "fix" this: I lost the zone to an enemy clan and waited until their smith starts forging. After that I recaptured the zone and was able to forge as normal. It still bugs out every new stage though, so you'll need to do this twice or thrice, deem it as an extra challenge.
Also it seems it doesn't spend your iron that way - forging was free after reconquest :\
