I use the flying units' speed to cover different portions of the map since they have the ability to flex where it's needed and then the marines and their rocket ability and medic support to mop up around the bases and keep them protected.
This is a strategy I used. The towers give vision and a good enough buff to your infantry that it makes it worth getting the towers on the civillian routes. Alongside a small group of hornets that can quickly respond, it's fairly win-win. I've always lost the... third ship? And had the first and second be pretty much fine.
The best way is to focus at one transport at the beginning - you will have to worry only about one, two paths of incoming civilians. Pump your Marines at least to the Medics and do 1-2 Cobras against Wraiths who might be out of range for them. Then build the Hornets to intercept any incoming threat, the worst are Elites because they 1hit1kill Civilians - look at the Spirit Transports, sometimes Marines in garrisons will catch them, sometimes Hornets must do the job. With that buildup you will have enough base points and multiplier to get the Gold medal on Heroic/Legendary. Rescuing 1000 Civilians is a lot more worth than building a second base.
