Let's say you have to do two quarter circles (QC) forward, like for Ryu's ultra 1. You start with the stick pointing downwards, flick it forward, then down and forward again. You slide along the outer edge of your stick's gate, if that's any help.
Also, you do not need to meticulously input two entire quarter-circles. The game only has eight directions that it cares for, and the diagonal ones are really just two of the main ones combined. Knowing this, you can get your QCs to be less problematic, and here's why:
Let's use QC forward again. You can start by holding DOWN, then move it to DOWN-FORWARD. Since this counts as both down and forward, the game already counts that 1/8th of a circle as a quarter-circle. Think about Ryu throwing a hadouken, if you do it that way, you will stay crouching for the entire input. Doing two QCs in quick succession is easier as well using this method.
EDIT: Also, you say you get tiger shot instead of Ultra, make sure you press KKK (ALL THREE KICKS) for an ultra using kicks, not just one! Bind one key to KKK or hit all three kicks simultaneously.
Now I got a clear idea of how to actually do this. Have managed to do it quite a few times now, but need a bit more practice to feel more sure about it.

Also, use the smallest motion possible. For most sticks you'll get a down input before your stick is stopped by edge. You'll get a slightly smaller motion when doing your qc motion and will greatly increase your speed once you get the hang of not holding down until the stick can't move further down (or any position).
