why does sagat have no pupils

and there I was thinking that it meant fewer textures and no animation to have unskinned place-holders for eyes. I have to admit that I prefer the idea that they're wandering the earth and could possibly be a rival battle. Bonus: Capcom gets to re-use the same black dot for each rival battle with Gen, Bison, and such.

Actually if you look, Dictator does have pupils. theyre like offwhite but they are there.
