(For an iron volcano, you usually need three steam turbines to provide sufficient cooling.)
It doesn't. Regular volcanos output something like 5-20kg/s, not 340kg/s. Such amount immediately becomes a solid tile blocking the volcano.
Cooling it is really not a problem for me. Capturing all 18.5t of Niobium is.

(I have Spaced Out DLC, but I haven't played in a while and I don't have a recent game which has a niobium volcano exposed.)
It was in C:\Users\<USERNAME>\Documents\Klei\OxygenNotIncluded\cloud_save_files\<STEAM_USER_ID?>\My First Serious Game
Not sure if the last folder - the name of the world - matters.
As for the sandbox tools, you may well be right. I'm not very familiar with them, and I didn't see an obvious way of creating a geyser or volcano.
