What's the difference between " Complete 2009 " and " Oblivion Lost " mods?

Complete keeps the gameplay and events relatively the same as vanilla, while fixing bugs, adding things that should've been in the game, and making it look beautiful.
Oblivion Lost is a complete overhaul, adding new enemies, items, weapons, and events like blowouts and anomaly migrations (to name a few). I think it even added driveable vehicles.

Complete is great for a first or second playthrough, because it fixes everything that vanilla missed, and gives the game a solidness that it was originally missing.

O.L. is a highly reccomended mod that is great for a SoC vet coming back for another playthrough and looking for surprises.

Never use Complete for a first playthrough. EVER. It more than halves all damage done both to you and the enemies, makes sneaking a hundred times easier, and the so called "minor changes" are really all minor changes on their own, but together they make a far easier experience than vanilla.

Glad I opted for a vanilla experience first time through. I have no regrets so far. I'm really enjoying it and the realistic feel.
