yes, if you have too much stuff on you, you will not be able to move

can i increase the inventory slots? , my current weight is 41/50 is that bad or does that significantly slow me down
you only slow down if you go 10kg past your weight limit; any more and you're unable to move. however, there is a suit that you can acquire that boosts your weight limit to 70kg, and you can go over that limit to 80kg. any more and you can't move.

I dont remember if you can get suits that can carry more weight and get artifacts that increase your max weight you can carry in SoC, i know for sure you can do that in CoP and CS though.
SoC i havent played in a long time, started it from scratch yesterday, didnt think i would enjoy it so much all over again.

You can carry 50kg without penalty. Going above 50kg will cause you to lose stamina extremely fast if sprinting or jumping. 60kg or more will make you immobile.

There are only two things that increase your carry limit. A unique Tourist Suit (carry up to 60kg) that you can get from a side mission and the Exoskeleton (No sprinting, 80kg, up to 89.9kg)

The best you can do is not hoard your inventory full of things. You don't need 20 medkits or 900 bullets with you. Carry no more than 30kg when leaving a safe location.

The sequels (Clear Sky and Call of Pripyat) added in armor upgrades and artifacts that increase your carry weight.

Electro artifacts can signifcantly boost your stamina. In order from least to best: Sparkler, Flash, Moonlight. Two Moonlights will give you unlimited stamina. Even a single Sparkler will make a noticeable difference. You'll still run out of stamina if you sprint while you're over 50kg, but you'll gain that stamina back quickly and won't have to stand still to do so. Combine two Moonlights with three Crystals, and you'll have unlimited stamina + ultra rad resistance (especially if you wear an armor that provides 70-90 rad resistance). Crystals act as slow-acting anti-rad. You'll need at least two on your belt for decent effect. Three is the max you'll need under most circumstances.
