If you want a decent suit early on make a bee-line to Rostok (Wild Territory). It might be helpful if you have a decent weapon, but you can, for the most part, avoid most conflicts if you're quick. Once you pass the little building that opens up into the Rostok itself, head to the sniper tower. Climb the ladder, jump on to the pipes and follow it until it reaches the buildings. FUNFACT: You can gather the attention of the snorks and bloodsuckers and hamsters and whatever else Rostok throws at you while on the pipe. Your anomoly detector will beep like crazy but just sit the hell down here and wait until the mutants gather up and the electro anomoly end their exsistance. Continue on.
Two buildings are linked with another pipe which you need to be careful crawling over (as you can fall easily.) Go through the hole in the roof (being careful as you jump down) and find a safe. Inside is a SEVA suit. No stash information is required.
NOTE: Bring LOTS of antirads or save before you enter from the roof and quickly make your way through the building. It's not filled with enemies so that's on your side, but the radiation will be lethal quickly. Plus side? Well the SEVA suit is a great peice of armor and will be worth it, especially going through beginning quests.

Bloodsuckers in Rostok tend to idle at the ass-end of the train and will have to run around the building in order to get to you when you leave the building via a broken window + box. You can outrun them and get to the ladder on the right a quick distance away. From there run your ass back on the pipe and run out of the Wild Territory back to the bar.
Another funfact: Rostok will respawn EVERY 15 (or so) minutes. The spawn location for EVERYTHING is at the exit / entrance to / from the Bar. At least once in all my playthroughs I get Bloodsuckers / Snorks / Dogs / Bandits spawn on my head.
