It is for screen tearing, whih happens when your hardware pumps out more frames per second than your monitor can handle. So if your monitor runs at 59 or 60ghz then vsync simply stops the game from displaying over 59 or 60 fps.
If your running nvidia, you can create a game profile in the gpu control panel and diable vsync in there to override the global setting.
Beware, this game engine has its quirks. On the main menu, vsync definately doesn't work right (maybe depending on the version) and may not work at all.
On my system with a GTX580 it goes beyond 999 fps at the menu and starts a coil whine on my card. It's the only game i've got (out of hundreds) that i've heard coil whine from.
If you do get V-Sync diabled, monitor your graphics temperature.
You don't want overheating in your laptop for xmas, do you ? :-)
