(That's a line in a firehose song. Why do I belabor that point? Because stealing jokes is wrong. It's wrong!)
I found them to be also friendly up to the endgame.
However, I believe you need to hit the quests in a certain order, such as assualting the enemy compound south of your spawn at the beginning of the game before you do some other quest that for some reason makes them friendly.
I found this to be the case after I disable the mind control device, thereafter which the military assault the compound and did not shoot me. Save for vehicles, all military personal were friendly to me.
Ah. Now, I remember. I didn't have the money to pay them but had stuff to do, of course, so we shot it out.
Man, Monolith and Military on your a** as your trying to get to (SPOILER) the Wizard of Oz or whatever was toouuuuugh. I did it without dying too much though.
I had the siva suit in the beginning part against Monolith which helped to return fire as radiation was everywhere. Then toward the tail end (just before the Wizard) I got as close to the high ground as I could, and intermixed fighting back with running away. Then, you work your way into that tucked-away building (nice oxymoron there.)
But...! The action didn't end there because the first time it seemed like a TON of enemy soldiers were in that room and just opened up on me. So, I saved-game. Went back in and got lucky. There were fewer in the atrium.
But the best part....! Was clearing out the atrium. Then...equipping the rocket launcher, because I knew the rest of would be on the other side of that little hole in the wall. I fired a rocket through that hole and I was off the see the Wizard.
I almost feel like one of those radio narrators from the 50s. "Stay tuned next week for another episode, of Rain Maker's Radioactive Quest to Mars!"
