can not open garbage gate
i cant open this door. its locked. why?

If you mean the gate between garbage and the bar, then you need to get the documents from Agroprom first.

istvan_v is right, you need the Docs from Agroprom to continue the story.
teleporting is NOT a time saver, more like a game killer...

no docs, no gate. But you need to talk to Warrant Officer at the gate.
