This can be called cheating....but for those have been playing for years,and had enough of the limit capacity,there is no harm in changing these stats.Of course I find fairly adjust to 250/300 of weight capacity.

One way is in Mod Complete 2009 .But anyway you can learn it by doing this :

1. To increase the maximum weight limit,open the file :
   gamedata\config\system.ltx
   And find the following entries
   [inventory]
   max_weight
   = 60
   
2. Change the number to any value of your choosing, this represents the amount you can carry before the red warning initiates (which causes your stamina to run out much faster)
   Then open the file :
   gamedata\config\creatures\actor.ltx
   and find the following entries:
   [actor]
   max_item_mass
   = 60
   
3. Change the value to be identical to the previous entry(max_weight)
   [actor_condition]
   max_walk_weight
   = 70
   
4. This should be a greater value than the previous two, since this represents how much you can carry until you can no longer move at all.

He prob just downloaded more cheats till he explored all the maps then said he "beat the game" and has moved on to the next hyped flavour of the week.

I’d believe that, except that I’m not sure that the stalker series has ever made flavor of the week. It’s more like a game with a cult following. He either got better and realized, “yeah, this is pointless since I don’t need to carry around 1,000 Makarov PMs” or he was like, “♥♥♥♥ this, I’m going back to fallout 3.”

no need for unlimited weight, thats what stashes are for to store your excess supplies. unleess you get lucky and find an exo-suit

Exos are trash for Stalkers that have no idea what they are doing. Encumbrance means death in stalker.
