Find the weapon of the Dutyer problem

I took this quest, but the quest marker is now showing past the loading point between garbage and agroprom.
Any way to save this, or is the quest doomed?

If I remember right, when I played this game years ago I got the weapon from a guy in Duty armour, at the place where the dogs always set up at the entrance to bar area from garbage.
I am wondering if maybe the game has freaked out because maybe I took the quest too early or something?

He may be moving from one area to another. Sometimes they get "stuck" there for awhile.
Had a simular thing happen in CoC. I just went and did something else and he eventually moved to one of the maps.

The quest reset after a couple days, as they do. I took the quest again from the guy in the bar, and now it the map goes to agroprom but there is no marker to show exactly where.

Just happened to be playing this mission just last night... and I found a bandit with a long trench coat; just wondering around the Aprogram map. He was hostile to me and when he found me; he just opened fire at me. This is quite random though. He can be hard to find and pin down. He tends to wonder all over that area so be on guard.
