Atlas probably would be the hardest. Or just bad champ. I played him and no matter what I tried, he seemed to be the worst tank and his abilities are more helpful to enemy instead.
For instance, if you have a team with good positioning and an eye on peel, it's not that hard to play Damba... If your team just runs around like headless chickens expecting to be pocketed while not caring about the survival of their healer, it's really hard.
Ying is acutally ultra ez on low skill tiers, because of the auto heals. When playing on a super slow connection/machine, Ying is one of the easiest champions to pick in high ping/low fps scenarios. But it's of course totally different if you play on higher elo tiers when you need to do more than just right click your teammates and leftclick the enemy...
