He's not the best but he definitely doesn't belong at the very bottom. My numbers are still very competitive provided the team doesn't all spread everywhere, and I can heal from almost any point on the map which limits how much I expose myself to danger and helps flanks more.
Combat Medic + Deft Hands + that one card I forget = non-stop, no-cooldown sustain due to instant reload speed.

actually YING has the best survive ablity in the game (its hard to master tho) she cant defend herself but she always can escape
overall: theres no one can be called the WORST healer (unless if you count other then supports)
