I still think a Hidden Hypocrisy mechanic is the best way to deal with OP exploits, cheats, and intended game mechanics... if you aren't going to hire enough staff to moderate and functionally balance the game. This game has controversy, but all you really need to make a PvP game work is maximum parity between how people should play it and how people actually play it.
Oh well, there is always Solo and Co-op.
