I pretty clearly outlined various things I have tried already, so clearly I tried to figure this out other ways then asking here, no need to be snarky.

He is one of several special ones that are not in the Admin spawn menu. If you are in the SP game, just make sure you have some battering rams in your bag ready to equip. Fly to the level just below the top of the central keep, bust through two walls and you are there. The thralls will teleport to you.
Just an FYI, I think the amount of experience he gives is a known issue. I expect it will be patched with the hotfix due out after the 1st of the year.
with teleporting and creative mode, i can get in, place 12 explosive jars, and kill him in about 15 seconds.
this is a lot faster then my pit of crocodiles method, very helpful.
when you spawn him in with console commands the raid commander has like less then a tenth of his health, so if you put all your brand new thralls in a pit and spawn him in like 30 at a time, you can level 10-15 thralls at max level per spawn of the raid commander. Then you just pull out any thralls that levelled up and spawn another 30 or so raid commanders, depending on how many thralls you are levelling.
you need a decent sized pit, i did a 6 by 6 pit surrounded by a 3 high foundation wall, but some of the raid commanders get stuck in the wall so you might want to make it a bit on the bigger side.
no guarantee this will work if they fix his XP levels but for now at least its a great trick in creative.
So multiple suggestions here...
First, in admin mode, not only can you just ghost/fly through everything, but if you want to be on foot, you can just dismantle any piece of that castle you want with the construction hammer.
Secondly, go to settings, combat, and turn player damage to 10.0, aswell as npc damage taken to 10.0 (be careful with npc damage taken to 10 though, since that will effect your thralls too. Keep them in a safe place), then spawn yourself in a legendary weapon and you will insta-gib pretty much everything.
Thirdly, turn up player exp gain to 10.0. Exp to thralls is based on the exp you gain as a player (even at alevel 60), but also no exp is granted to the player when in creative mode, and followers gain exp based on the amount of exp you as a player are granted, so if you want to level them, disable creative mode. You can still keep godmode on yourself to prevent you from taking any damage,
Aside from that exp bug with the commander, getting them to level 100 is still going to take time. If they ever do fix that, the best you can do is mass spawn in enemies of high exp/hp ratio. You can probably find a list of enemies and their exp if you search for them. I remember finding one that worked pretty well, but don't remember where it is. Make sure thrall dmg to npcs is 10, npc damage taken to 1.0 (since that could negatively effect your thralls), player exp and damage dealt to 10. Then let the gauntlet of blood ensue..
